Вопрос укрепления межэтнического согласия возник перед Казахстаном с первых шагов на пути независимого, суверенного развития. Го- сударственная независимость стала залогом безопасности и духовного благополучия мил- лионов казахстанцев. И Казахстан воспользовался этим историческим шансом в полной мере.
